Getting sick of structure bashing so want to join a Non-sov holding 0.0 pvp-centric alliance.

Could someone please tell me who are the the biggest alliances that don't hold sov and don't aspire to hold it in future.

Particularly interested in Curse region, Hale constellation (top left on Dotlan) and Tranquility constellation (bottom right on Dotlan).

Don't want WH alliances or FW corps.
