Can fly minmitar covert haulers with the covert cloak as well as limited shield skills for a passive t2 tank
Advanced Spaceship command 4

Not perfect but suited for someone who isn't in a rush for a JF but would like one soon.

It's not that it's 6.6m SP. It can fly a Nomad with nearly JDC5. Even if it is lacking core skills it still flies the ship and can jump to cynos on station which is what most JF do anyway.

I'll give you 3 if you're that desperate though
