Booster industry and smuggling a simple and effective change.

Boosters are a very underused feature.

This aspect of EVE could be so great with just 3 changes

1.NPC's no longer scan for boosters.

2. Players can now scan for boosters.

3.If a illegal booster is caught inside a players cargo hold that player get's a suspect flag.
That player also get's a fine depending on the sec status of the system (with .5 being half the value and 1.0 being the full value)
That fine becomes a bounty on the player issued by concord.



What this very simple change will do.

1) a new kind of cop and robbers situation


Example

I am smuggling standard mindflood to Amarr from delve.I get scaned by a player in a .5 system. he detects that i have 23 boosters in my hold. it's market valvue is 230m so i get fined 115m That fine becomes my bounty.I also get a 15 min suspect flag.

No negative wallet = no fine. Also, market values can be manipulated. Pretty much the same reasons why suicide gankers don't get fined for the value they ganked.

wallets can go negative. Trust me on that i have run boosters in neg wallets be4. sure the market can be manipulated that's one of the fun things about eve. know your route and know your risks.

Looks fine except for the bounty part. Just let the scanning player blow the smugler up and steal his cargo to sell it somewhere else or give it to CONCORD for a fixed reward.

Make it idiot-proof and someone will make a better idiot.
