Missiles - will cloaking before missiles explode still cause no damage?

I know that in the past, if you fired a torpedo or other missile then cloaked before the missile hit, your missile would not do any damage (either not explode or veer off?). The same might have been true if you warped off before explosion. Is this still the case? I cannot find any mention of this penalty in current guides, only old posts.

Clarifying, if the ship that fires the missile cloaks, warps, or otherwise goes invulnerable before the missile impacts, the missile will do no damage. This is still correct.
