Split module activation from cycle time

Why do I have to wait until a module has finished its cycle before I can select a new target? Would it be possible to activate a module on a new target if it has not finished its cycle yet? That would simply improve the ui I think. This could be done completely client side. The client knows which target is next after the cycle ended and then communicates that to the server after the cycle has finished. The only difference is that the user does not have to wait for the module cycle to finish.
