Using a "Starbase Charter"

I recently acquired a "Caldari Starbase Charter" from a player who was getting out of the industrial side of the game and looking to sell their "Space-Station" location orbiting the moon of Jita III. My problem is that I have no idea how to set the station up, and the wikis are a bit confusing with regard to this. They start off assuming that I have the control tower, but I have no idea how to use the "Caldari Starbase Charter" to set up the central portion of the Space-Station in the first place; I feel like I'm missing something obvious here.

Charters are basically (additional) POS fuel for highsec towers. You need the right charter for the space you've placed your POS in and you dump them in the POS' fuel bay together with the appropriate fuel blocks.

Since this is not the Newbie Questions forum, I guess people above can give you the wrong answers hehe.

You set up a POS just like any other POS; you buy the tower from the market, put it in your industrial hauler ship, go to a moon, and "eject into space for your corporation." You must have high standings with the Empire where the moon is to be able to do this.

Then you anchor the tower, put the fuel in it (starbase charters are just like fuel, they are consumed per hour and you must buy and add more), and you set up a password for the shield and online the tower.

You must have at least one charter for the faction that holds sovereignty over the system, in your cargohold to anchor a control tower in 0.5 to 0.7 security systems. This charter is not consumed.

After that, one charter is consumed as fuel hourly while the control tower is online.

You can't anchor in 0.8 or higher, and charters are not required in 0.4 or lower.

Charters can be purchased with loyalty points from loyalty points stores, or on the market from other players.

Hint: don't buy them from the LP store — that's just a waste of LP since you get so little value for your points.
