A few crimewatch related questions from someone who just resubbed

Like the title says I just resubbed from a few months break and had a few questions about the new crimewatch system that weren't, at least as far as I could tell, clearly answered in the devblog or the patch notes.

1. Regarding sec status loss in lowsec (and correct me if I'm wrong) but prior to the change, you got a small penalty for aggression and a larger penalty for killing a ship (subquestion: did you get this second penalty only if they didn't fight back?). From what I've been able to tell since the patch, you still receive an aggression sec status loss for becoming a suspect (though it seems slightly larger than the prior aggression hit) and it also seems that you do not receive a hit for killing the ship, at least in situations where they fight back. I'm wondering if there is any added sec status penalty for killing a ship that doesn't fight back.

2. What exactly determines when you lose sec status for suspect actions in lowsec? For example, if I shoot a ship, get a penalty and then unlock them, relock them and shoot again after 30 seconds, would I get another penalty? This could be an issue in the following situation. Lets say player A and B are both on a gate, neither are criminals or flagged. Player A shoots player B, gets a sec status hit and sentry aggro and then warps away. Player A warps back to the gate, now ignored by sentries, and shoots player B again. Would he get another sec hit or would he be able to engage without fear of sentry fire?

3. Do suspect and limited engagement flags allow for pod kills? If player A and B are fighting and player A kills player B's ship, is player B's pod able to be killed without incurring a sec status penalty or a criminal flag?
