Nothing.

First it's impossible to organize something like that; there's always someone who will bring out the barge despite all attempts at a strike.

Second, there are stockpiles of minerals, rather large stockpiles.

Third, once it becomes profitable, the missioneers would bring out their barges and mine.

The 200,000 miners that dont box 5 macks + Orca and complain that the belts are stripped clean everytime they log on would finally get some content.

Pretty sure it was a side effect that was entirely intended by the people whining in order to get their ships buffed.

PS. You can't legitimately call it a rebalance instead of a Buff when every ship got significantly better.

Miners wont cooperate for mutual defense, mutual offense, or much else. Goodluck making them cooperate for a strike.
