Re-activation offer question

I have a pending 60-day account re-activation offer that states;

ETC and PLEX cannot be used with this offer.

I am curious as to what exactly that entails. Does it mean that I cannot use a PLEX or ETC at the end of the 60 days or does it simply mean I cannot use a ETC or PLEX to 'pay' for the offer?

It is the latter. Once your accoint is active, you can always use PLEX or ETC. If you have PLEX or the means to buy and activate one within 4 hours then you can use "Hours for PLEX" to reactivate.
