Let me try again:

You want to pay 5 bil for a char which could have as little as 2M SP to fulfil the requirements you set out?

those are the 2 skills im interested in.. someone who trains those two skillsto V has already trained most of the other core skills to 3 or 4.

Not nescessarily. What, if anything, would you be willing to pay for a char with:
Destroyers 5
Battlecruisers 5
All 4 racial cruisers 3
And nothing else, not one other skillpoint

?
