its one of the quick fixes which fix a problem (t3 skill loss evasion, or some strange orca ship scooping exploit) by applying the fix to every ship out there. I tried to mention it a few times in the feedback thread right after the change was announced but there was no dev response to that AFAIR.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

This is stupid, and the maneuver can be difficult to pull off as it is, no reason to remove it from the sandbox. RP garbage aside, they should just make the flag stay active on a ship after the pod ejects, and make Orcas unable to scoop flagged vessels. There, done.
