Grinding my little carebear heart out and got this Sad

Never happened before, just occurred after handing in my third or fourth mission with him.

Has there been a change I've missed? Will it reset after downtime or some such?

Nope, faction standing is as pictured, 5.something. Guess it was just a glitch as he suddenly decided to like me again.

If I recall there's a limit on the number of active missions at any one time now. Looks like you have every agent in that station active. Refuse all those "offered" missions and try again. Betcha he's suddenly available (assuming, of course, your standing hasn't fallen below what that agent requires).
