if my friend who has his own corp is war dec'd and he is attacking the enemy pos, can i join his fleet and attack as well or would i need to be in his corp, its in high sec so not sure on rules with concord

Being in the same fleet does not give you right to shoot at his targets. You need be at war with his aggressors as well or in the same as your friend.

You can also latch onto the war with the wardec assistance system. But you must be CEO of your corporation to do that.

Being in a player corporation is good. It lets you do things.
