15 billion isk budget:

Specialization is key here, I'm not really looking for subcapital gunnery/missile/space command skills.
The following skillset would be ideal:

Carrier 5
Sentry drones 4 (5 preferred)
JDC 4 (5 preferred)
JFC 4
Fighters 4 (5 would be nice)
Adv. Drone Interfacing 3 (4 preferred)
Triage / Rep skills
Decent tanking skills
Proper support skills (multitasking, etc)
Leadership skills a plus
Dreadnought skills a plus
