Dual 250mm railgun meta 4 why so cheap?

I noticed that the dual 250mm railgun prototype has no market and sells for its refining price, can someone tell me why this is?

There is No Major Fleets set-up around them in Null that i know off, other than a kiting rail brutix, but who uses those Straight

TL:DR: No Demand.

For anyone who has read through this, and might be confused to the answer;

The module is so terrible, that noone bothers to use it. What ridiculously small portion of actual demand there might be, plays no effect in the price. The weapon is so short ranged, and underpowered, that the decrease in fitting requirements, and increase in tracking, simply comes nowhere near making this a valid weapon. It's basically a mineral drop.
