Suspect Timer working as intended?

Following situation

I was camping Jita for Wartagets, boostet with an alt Vigil that was in an alt corp.
Now, an outlaw undocked, so i locked him up and started shooting. After i popped his clone i noticed that my alt woke up in station, showing a suspect timer.
If the target was free to shoot for everyone, why did my alt end up with a suspect timer?

Anonther situation, same timer:
I looted someones wreck, got the suspect timer.
I saw multiple others looting and being fine without the timer, even the one who looted my vigil.

Nothing of that was the case.
I was -1.9 and without a suspect or criminal flag
Shooting that -8.0 neither caused a suspect nor criminal flag

that flag should have never appeared on my alt

I can confirm that and other weird behavior.

Got an engagement today with a -5.0 player.
He aggressed me on a low sec station, no gun fire on him.

I tested the guns just by shooting my fleet member (not in my corp) later on.
The guns were firing on me.


I I watched some more "pirates (-5.0)" shooting ships in low sec, most of them got only a suspect timer and no sentry aggro some of them only a criminal flag.

Either i cant read the crimewatch dev blog correctly or something is kinda wrong.
