K i started this so that i can hopefully put an end to an argument.

this is what they are saying.

that when flying a falcon with ecm mods, one of the ways to beat it is to get under its optimal range (like a gun)

he is saying the closer u get to them (say 500m) the less "chance" their is you will be jammed.

is this true? (or does it make do difference as long as u are in the optimal)

Since ECM mods don't have tracking penalties, being closer than optimal doesn't accomplish anything, except maybe put you in range of whatever weapons they're carrying.

De'Veldrin's Corollary (to Malcanis' Law): Any idea that seeks to limit the ability of a large nullsec bloc to do something in the name of allowing more small groups into sov null will inevitably make it that much harder for small groups to enter sov null.

No. There is no tracking with ewar.

If you're in optimal, you get the full effect. If you're in falloff, the chance of the effect hitting the target starts to decrease with range.
