A lot of good ideas here, but they collectively are adding unnecessary complication to a fix for a system badly in need of it, at the corp AND alliance level. Current dev focus is aligned almost purely in the camp of what works best for nullsec empires, which isin't the entirety of this game. A large, prosperous and active share of your user base is homed in Empire, particularly within the Industrial corp/alliance sphere, and are virtually ignored in updates by CCP. We could list a litany of things we need fixed that haven't been considered for years, but fixing corp/alliance management for us would be our greatest boon.

First, ditch the roles system. The sandbox nature of EVE makes operating permissions for corps based around a few poorly designed shoebox system antithetical to what would actually work best for this game. The roles CCP designed years ago could not and did not possibly anticipate every particular needs corps require for permissions, forcing us to create ridiculously cumbersome workarounds to safely run a corp. This is particularly true for Industrial corps, due to the massive amounts of resources being held by the corp in a few select locations. Expansion of profit requires expansion of labor, and inherently brings in risk as we recruit new members. EVE is sandbox, and we accept that risk as part of the reason we love this game. However, we in Empire lack the best meta-game protections null-sec corps have to prevent high-volume theft. We can't hold a functional gun to the heads of recruits who relocate to space where we can run the rights of the executioner, instead being prevented from using the application of force by Concord.

When you combine this with current role design forcing a frankly idiotic combination of rights pairing lab use/access with the removal of all assets in said array, it dissuades Industrial corps from allowing new members from using the resources that were the main reason for joining the corp in the first place. The status-quo has created a natural catch-22 for Empire Industrial corps, making recruitment of quality members much harder. Add to this problem other fun issues like restricting acceptance of applications to directors only, pairing "take" rights in a station corp hangar to use of a POS lab array, pairing a wallet division to research for it to work at a POS (where no funds are ever required/added), thus robbing us of one of the few divisions you give us in the first place, running a serious Industrial corp is made infinitely more cumbersome than necessary.

The solution? Just make a system to assign every specific action that falls within the realm of corporation control/assets assignable on an individual, so we can tailor them to the specific needs of every member. Additionally, change the title system to allow creation of custom titles with assignable rights from aforementioned systems so we can have some ranges of default rights for a particular rank (recruit/member/officer, etc). Include in such system rights to access each specific feature at a POS (such as "begin research job at "x" array", put in BP to array, remove, etc") and the vast majority of our problem goes away. The dev team could code this in days at most. There's no negative to the sandbox of EVE with this, only positives. Advocate correction of lazyness and poor planning by CCP in corp design.

I was a Corp CEO for quite sometime and while the existing system does have capabilities it falls far short in 2 specific areas.

1) Members that have advanced blueprints requireing R.DB, reports, etc.. cant start jobs at a tower without Fuel Tech and or anchoring. You cant do that remotely, the lab looks for the materials at the lab.

2) You cant expose labs for alliance use because they dont have corp auths. You can make the array aliance accessable but they cant do anything.
