I'm looking for:

A Starter Caldari PvP Pilot.
- At least trained up to Cruisers with Decent missile skills.(Up to HAMs(lvl 4).)
or
A Starter Minmatar PvP Pilot.
- At least trained up to Cruisers with Decent Gunnery skills.(up to medium turrets(lvl4).)

I have a budget of 2-3b.
