It would be nice to bill your corp mates individually for dues, and other imaginative things... discuss...

Yes.
And while you are at it, add alliance level taxation and service contracts.
Need a game mechanic that can enforce consequences for breaking agreements like truces and ransoms and stuff like that. Pirates aren't honorable... surprise! Or maybe we don't need the ransom thing after all. Let them be arseholes.
