I use my Tengu in low sec exploration with no issues for exploration, it kills the rats and tanks them well. You don't need 2 accounts either. Tengu does it all. I am sure the other t3s will do it as well. Just have to use the right subsystems, then you can fly around cloaked, and scan, and do the exploration sites.

And as for my fit, I cannot remember it off hand. I have mine set up for null sec travel, have the subsystem that makes you immune to warp bubbles. I know I change that subsystem out for another when I do exploration for more DPS since I don't need to worry about bubbles in low sec. Maybe someone else can give you advice on the set up. Maybe check battleclinic loadouts.

I don't get the point where you keep switching ships when you are already flying a Tengu. You know that when a cruiser is largest allowed ship that a Tengu can enter too right?

Other than that, Recon would be nice adition.

Edit: Rereading what you want I am unsure. Do you want the scannign alt to be combatcapable and able to kill BS's? Or will the main do those kind of things? If the scanning alt will only do scanning and be defensive I think falcon is not an option. But that would imply gimping tank for the ability to actually fit Analyzer and codebreaker, or less emc-mods to have that possible GTFO button.

A nice cloaky prober with enough slots to run professions would probably be another Tech 3 cruiser.
If you don't want to do that, the pilgrim is the way to go. 50mb of bonused drones, cloaky, slotlayout suitable for professions.
