Question regarding the corporation standing towards a faction?

I was just wondering, is this determined by the base rate of everyone's standings? Or does it take into account connections skill?

Base

And only from people who:

Have got any standings (0.0 is not no standings, no standings means that the person NEVER interacted with that race).

Have been in corporation for more then 7 days + next downtime..
