I have finished the necessary skills for all races and now I'm looking to get on lv4 missions, would kindly request for information about best systems to do them? I'm going to try all races and then decide which ones fits me. Friend told me about Motsu for the Caldari, got that one down, where should I go for the others? Any help is very much appreciated.

With the changes to the mission agents things are a bit different, you now have all agents with Q20, all you have to do now is pick what faction you want to grind for and go on your business, search for the l4 agents you need and that's that. There's not a system better than another “per se” at this time...

If it helps, I do mission for Amarr agents in Lonetrek (Isseras) Kor-Azor (Nishah) and Domain (Shuria) can't help you with others as I don't use them.
