Which role in corp will allow another members to change someones title?

The corp management side is quite complex! I think I've got a handle on most things, but I'm trying to give a member the ability to change another members title.

I can't seem to find it.

I believe (and I may be wrong) that only the CEO or Directors can assign titles.

Correct, only CEO's and directors can assign titles.
