Tech 2 module blueprints do not spawn on the market. In the past, there was a lottery system based on accumulated research points with research agents, so originally, the tech 2 blueprints were introduced into the game that way. That lottery is gone now, replaced with the research points being used for datacores, but that was felt to be too passive an income so datacores now are also sourced from faction warfare loyalty point stores.

The only way to acquire a tech 2 blueprint original now is to buy one off another player.
Newly introduced tech 2 items now don't even have blueprints, their blueprint copies are only available through invention.
(such as jump freighters or electronic attack frigates).

Invention derived blueprint copies can never reach the researched ME/PE levels one could put on a true blueprint. So for some items in low demand, the blueprint owners can still dictate the market. But for items in high demand, such as hulks, invention ends up as the source of most of them. When invention was first introduced, the price of hulks plummeted, but then the tech cartel exerted its effects on market pricing.

Most people who can invent T2 mining crystal BPC's don't sell them but use them to produce T2 crystals for the market, assuming they can be bothered.. They don't sell very fast and there's not a great deal of profit in it.

They can still be purchased on Contracts if you have the ISK; they aren't coming into the game since the lottery ended, but if you check the Sell Orders forum you might come across one or two. But don't expect it to be cheap. A couple folks have done analysis in the past and opined that it's not even worth it anymore with the ease/cost of invention, so do your research before you choose to spend the isk on a T2 BPO.

A lot of new industrialists make the mistake of thinking that everything manufactured in EVE is manufactured with BPO.

Many things are manufactured with BPC:
* T2 from Invention
* T3 from Reverse Engineering
* Faction from Loyalty Points Store

There are no BPO for T3 or Faction, and as explained already there isn't a T2 BPO for every T2 item (and T2 BPO really don't affect the market for anything worth manufacturing).

Also, not everything in EVE can be manufactured.
