Reason tag for bounty placement

like with wallet transation add a little tedxt box for a reason, so when you get the bounty placed and the notification sent to the player, it has a one line of reason text!

would be fun and easy for some free CSPA smack :D

Yes please, it can be done by sending a separate EVE mail but would be nicer to have this box, just like we do for ISK transfers.
