Please remember that the switch isn't for your safety, it's primarily to cut administration costs and time dealing with petitions - hence the reasoning behind it resetting each time you log on.

Wrong. It resets each time you log in because they released it unfinished.

But you are correct in that the reason it wasn't an easy fix is that the state has to properly transmit its state to the server so that it is accurate if someone petitions.

It was explained during a q&a session during the latest tournament. Also was clearly stated the intent is to have it remember the state between logins.

Since this mornings patch did not include a perma-setting, and since coding a perma-setting should be childs play, I can only assume CCP requires more encouragement.

All people who play Eve can be classified as follows:

People who never break space law (high sec carebears, miners, traders, haulers, industrialists, et all)
People who never obey the law (gankers, can-flippers et all)
People who do both (any combination of the above).

The safety setting is only need for people who go between being lawful and unlawful often, for all others, its a useless nuisance and not really a feature.
