New Freight Container BPO ME levels have no effect

I researched those new freight container bpo's to about ME20.
Wastege factor dropped from 10% to 0,5%
But the amount of Minerals used stayed the same (5000 trit + 5000 pyerite)

Bug or feature?

I'd say it's intentional. Don't have access to my datadump copy but I would guess (almost) all materials are extra materials to prevent getting minerals cheaply from reprocessing containers bought from NPCs.

Feature. The materials are all what are known as 'extra' materials. These are unaffected by any ME waste (and as they're not also in the base materials, they're unaffected by your production efficiency skill level)

As for why:
You don't get extra materials back when you recycle something. CCP were, I suspect, wanting to ensure they didn't create a mineral faucet, so set all the materials as extra for all of the containers (so you couldn't stockpile the ones that already existed from an NPC, then reprocess if the mineral hit a point it'd be profitable to do so).
