There should be some way to encourage people to go after the lesser bounty targets other than just randomly happening across them in space. One thing I can imagine happening is people stop placing bounties 'cos they can't afford to place one big enough for hunters to go after.

Random suggestion which I'm sure has been brought up before: leverage the missioning system with Concord agents who pick random active targets from people who have bounties.

If a hunter has a mission Concord won't 'protect' the target, so don't need to worry about calculating profit/loss of suicide ganks & people might be willing to risk shiny ships, and will get the full value of the bounty payout rather than the value minus the cost of the ship used to kill the target.

Making them act the same way as missions I think would encourage pve only type players to try them out, maybe getting them in to pvp. Would need to have longer complete times (minimum a week? 2?) and a maybe just a lp payout on top of the bounty itself. Perhaps the agent levels could correlate to the security of the space the target is active in so level 1 agents only offer targets active in high sec (the main 'reward' is not getting concorded).

Also make sure the Concord agents are not in the same station as locator agents; people should undock to get from one to the other (yes, I know, locator alts but more alts means more accounts and such etc). Maybe only have a few systems that have these agents. I kind of envision a bounty hunter hub of sorts where markets can be seeded, people can camp well known bounty hunters themselves (I'd guess many bounty hunters will end up with bounties of their own) and similar.

only problem with that is that essentially is oking people to go kill people in hisec who have possibly never incurred a kill right against them. As the current bounty system stands you can put bounties on anyone for any personal reasons.

So an industrial corp that maybe had a random bounty placed on it would be included in the bounty missions and thus now people who have taken no action against anyone/no one has paid to declare war against/and no risk of ship loss due to this being concord sanctioned, are now freely able to be agressed in hisec.

Bounties are between players, Concord has nothing to do with them and never has. Hence why they are not permitted to be shot in hisec unless they incur such a penalty from concord directly.


I lowsec bounty tracking system would work better. Not giving exact details but perhaps keeping track of players with bounties that have high docking activity within a lowsec region and build from there so they can actually more hunt individual "smaller" targets
