Public Kill Rights!

Is there a tab for the public kill rights open to be bought that we can look over like the list of the top bounties? If not can someone explain how we are supposed to know how has open kill rights on them that can be purchased by anyone.

Thank you for your response. While I appreciate the time you took to respond, it does not really directly answer the question about a list that can be viewed (scrolled through like the list of top bounties)prior to seeing someone randomly in space? Is there one? Or are the bounty hunters supposed to wait in space for someone to activate a kill right and hope that person is in their system at the time?

Thank you for any additional clarification you or anyone else can offer.

P.S> I understand about the overview setting in space, I thought there was supposed to be a list in stations like the bounty list as well.

The killright owner does not activate the suspect timer for the hunters. The hunters activate it them-self via the selected item window with a crosshair icon when targeting someone with a killright. They pay the killright owners fee if there is one and turns the target into a suspect.

A killright board would be too chaotic as the cost or availability would be constantly changing. And it could only show the public ones anyway as they can be set to private to a specific person or corp. Such a thing would be dominated by the scammers or just trolls offering free KR other there, then pumping it up to a high cost when local spikes after they used search agents to find the free skills etc.
