Cost of a Scimitar does not factor into any fleet comp considerations at all.

Unless I missed something T1 cruisers still don't have the repping range bonus as Logi ships do.

This has probably been pointed out, but I honestly don't have time to read the whole thread right now. Anyway, a couple of points:

1: T1 logistics has just been rebalanced. T2 logistics has not been rebalanced yet.

2: 5X price does not mean 5X performance. EvE ships follow the rule of diminishing return.
