If you want a bounty, you should...

State that you should be safe in Highsec just because it is highsec...
***** that someone suicide ganked your Freighter/Orca while hauling 2+billion in potential loot....
Whine that someone bumped your exhumer while you were afk mining...
Demand CCP disable scamming, awoxing, or any other morally inept behavior...
Complain all missile boats are ruined because Heavy Missiles were nerfed...

Why would I not just place the bounty with one of my many, many alts that I only use for forum posts?

I am curious though, what happens to the bounty if a char is recycled.
To be honest, it should just disappear. There should be some risk assocated with blind bounty pinning.

Someone puts a bounty on some char, the char get's recycled, the bounty just goes to the black abyss.
There, perfectly balanced.

I think all T2 BPOs should be replaced with a T2 BPC with like 5 years worth of continuous runs. The existence of the T2 BPOs:
1) Creates hate and discontent from newer players who do not have the opportunity to join the lottery.
2) Ties CCPs hands on improving invention, needing to maintain the competitive advantage of the lottery winners.
3)...

Hmmmm....

Nope. Think I'll keep using the forum alt that never actually logs into the game. But thanks for the suggestion.

Not everyone has a horde of alts. Not everyone wants to bother creating one just for the purpose of placing an anonymous bounty, then deleting it after a 10-hour biomass queue.

It's far more convenient for me to process the transaction.

If a player, corp, or alliance is "recycled" all bounties are returned, using some proportionment scheme you can look up if you really think it's important...

Who the hell says anything about trashing an alt after placing anonymous bounties. It would be better for all of EVE to just collect a huge bounty on an alt and then delete it, provided that removes the ISK from the system. If the ISK remains in the system, well, keep the alt and keep getting a bigger and bigger bounty, but never undock. Either way, ISK will be effectively removed from the system.

This comment is almost worthy of a bounty... There is no isk sink. All isk paid into the bounty system is (eventually) paid out. The only way it's an isk sink is if that character quits EVE, never to return.

I wish it was easier to get bounties, but the cowardly carebears don't part with their paltry holdings easily.

Actually, 5 months of account inactivity, the bounties are returned to whomever placed them. So, only if the bounty goes on an alt that never undocks so never has ships go boom, but the account stays active, is the ISK effectively perma removed from game.
