Off Grid Boosting on Capital modules bug?

I have experienced that when i use my OGB legion, my other toon with an archon gets all the benefit of the boost except the SELF armor repair. Even the remote armor repair gets the cycle reduction and activation cost, but the SELF capital armor repairers still showing the amount without the off grid boost. Is this intended? Anyone esle experiences this only shield boosters?

ps.: it doesnt say it will not boost capital self repairs. This is the description: "Increases the speed of the fleet's personal and targeted armor repair systems."

+1 anytime an off grid booster does not give its boosted stats! cant wait for the nerf!

need to make it that all ships in target lock range in your fleet get boosts.

The local reps on capitals does not get any bonus from boosts, on grid or off. Plenty of modules that doesn't say "does not affect module x"
