Sorry if this has already been answered:
1. Is there a cool down before a bounty can be claimed after it has been placed?
2. Will the target pilot be given a notice once the bounty has been placed?
3. Are these answers the same for corp/alliance bounties?

1. Yes, but it is purely based on internet latency and the speed at which the database updates.
2. Yes, again, affected by latency and the reading comprehension level of the target once they click on the flashy email icon.
3. Probably.

I can confirm corps/alliances get bounty notifications.
