UI redesigned elements are overlapping

with the new redesign i like how the locked targets look visually, but the notification message box that pops up during combat to say something is reloading or whatever now overlaps key parts of the top row of targets, let alone the 2nd row.

also the wall of scrolling text in the middle of my screen--is there any way to relocate both the wall of scrolling text and the notification window to a corner of the screen? or turn off the wall of text somehow so the notification box can be lower and not overlapping my targets?

Yes actually, that's part of their awesomeness :D

Goto the HUD options and put them into "move mode" (or something like that).

They will then show up as little movable boxes, to exit from this mode click either of the Xs on them.

Edit: Also you can change which massages appear using overview options.
