Performance problems with AMD/ATI card

Hi,
i've had this problem for a bit now and finally found out what causes it.
Firstly, my specs are: intel i5 2500k, amd radeon 6950 and 4gb ram.
I have present interval set to one, so my fps gets limited to 60.

Now this runs fine on up to 2 clients maximized, but as soon as the third client is maximized the fps drop to 30-40 and the clients start stuttering and freezing. With a forth client the fps drops further down to about 10.
The same problem appears when i only have one client open and a window starts blinking in the taskbar, i.e. IRC highlight or ICQ message etc. The fps drops down to 30 and again the client starts stuttering, especially noticeable when moving camera. However it fixes itself after about 10 seconds and fps goes up to 60 again, even if the window is still blinking.
Im playing on all low/disabled.

Now if i set present interval to immediate the blinking window problem doesnt appear anymore, even with 2 client. The fps goes up to about 220 with 1 client, but the gpu starts heating up to 80° which i dislike (i like my fan quiet).
But it still starts dropping hard with a 3rd and 4th client to about 10 fps again.
Note: this problem only appears if all the clients are maximized. I can run many clients minimized and have perfect performance, but as soon as more than 2 are maximized the stuttering and freezing starts.

My older computer has a nvidia 260gtx and doesnt have this problem.

What to do? :/

Having the same problem, nearly identical system - i5 2500k, 2GB 6950 and 8GB ram. I prefer to use Vsync to reduce unnecessary load on the gpu and keep fans quiet, and until the last patch I could run up to 3 clients and get 60fps on each in full screen 'Fixed windowed'. However since running the last client updates 'Interval one' appears to be shared across clients such that running a single client gives 60fps, dual clients 30fps (and choppy), three clients a solid 20fps.

I'm monitoring fps using MSI Afterburner, and with three clients station spinning gpu load is only around 35%, CPU load a paltry 10%, and all clients running at 20fps - an even divisor of the vsync rate. If I set any one client to 'Interval Immediate' that client will get over 130fps, and the other two start running at 30fps.

My gfx settings are everything high except for AA, which is low.

I could handle running at 30fps except it's not solid, it's quite stuttery whenever there's action, and since eve is running on my SSD with plenty of RAM spare I know it's a graphics engine / driver issue and not the system.
