It's called the "safety" and it has 3 settings. Disabled, partial, and full safety. Partial allows you to perform actions that would give you the suspect flag, but not the criminal flag, and full allows you to perform neither. Disabled is...well...disabled.

The biggest annoyance of this button is that it resets BACK to full upon login. Inevitably, many of us are going to forget that it is enabled...

It's a rushed feature that doesn't quite have the finishing touches yet(i.e. disabling the reset every login).

I've checked the button - it still doesn't work (or at least is glitchy) in cases of repping someone with aggression timer. I.e. I repped a guy who attacked another player - it gave me "red" timer and probably flagged my ship for attack despite "green" switch (note: I didn't get criminal or suspect flags and I could park in station)

My guess is that this wasn't taken into account during the development phase for this feature, so it probably won't stop you from performing any acts that previously would be considered "neutral".
