Must have (at least):

All racial frigate V
Assault Ships IV
Electronic Assault Frigs IV
Interceptor IV
Interdictor IV
Covops IV
T2 Guns/missiles to match
Decent other support skills (tank, ewar, fitting, capacitor etc.)

Bonus will be given for:

AF V
EAF V
AWU V

Limited or no corp history
Cool name

Not interested in:
Chars with more than 25 mil SP
Chars with a lot of skills in the wrong places
Lame names (xXxSUPERFRIGPVPERxXx or the like)

Budget can be up to 15 bil.
