must have:
- figters min at 4 lvl
- cap shiel emission system min at 3 lvl
- cap remote armore repaire system min at 3 lvl
- cap repair system min at 3 lvl
- jump drive calibration min at 4 lvl
- gallente carrier min at 4 lvl

Scanning skills and t3 gallente or amarr and near perfect tank skills will welcomed.
