I would like the idea of recons being able to script an ecm so it can effect supers similarly to how a hic can point supers.
Bringing another capital in is not the answer tho.

In my eyes capitals only have a role if there is a support fleet...not too many people are going to drop supers and titans without a good subcap doctrine in place (unless of course its being dropped to kill another super or titan) same with dreads and carriers.

What purpose would major alliance's have for subcaps in a escalated battle when capitals can fend for themselves? Why would you need a dictor when capitals can neut and jam eachother? Just for killing drones? to look funky in fleet warps?

Give recons a jamming script for ecm's but make the recon ships sig radius go massive so caps can defend against it

Just fixing citadel torps and the split weapon system of the nag would go a long way to fixing things. I'm not sold on the idea of shield slave implants given the advantages of shield hardeners, particularly on supers. Fixing basic fitting issues (most notably on the nid) solves a lot of problems as well.

Also, this is rebalancing, not tiericide.
