I don't now if this idea as ever been brought up but, It would be a Corp./Alliance inner Market that could be accessed via the corp menu it would be a place were Corp and Alliance members could put items for sale to the Corp. and Alliance membership and only for them. I have always though that keeping ISK within the Corp or Alliance 1st. was a good idea this would be one way of doing that.
There would not be a restriction on what the item was any and all items could be put up for sale. Too Access the Corp./Alliance Exchange would be through the roles system It would be a privilege not a right.

... most corps (and I would imagine nearly all alliances) already have some form of internal market. Just happens that these markets are external to the game and/or are mailing lists.

You should have the option to sell stuff on a market and have it set by standings who can buy it would be good.
