[Proposal] CONCORD losing control to the factional war

TL;DR Version

Split CONCORD into 4 factions of police force and enforce their space based on Faction standings. Lore wise it will be caused by the Faction wars. Game wise little would change for players but large corporations would need to shift things some.
( This is an expansion level change, nothing overnight )

Details below:

Every 'fix low-sec" / "nerf high-sec" idea I see revolves around making high sec less attractive. I picked some examples:

REMOVE/REDUCE HIGH SEC ORES
General reduction of ore in belts would mean whoever is in the right time zone, gets all the minerals after server downtime. Large corporations will eat up all they can and leave very little for smaller corporations to work with.

MORE HIGH END ORE IN LOW SEC
See above, same problem.

TOLLS AND DOCKING FEES
Tolls / fees will really hurt the new player experience and have no effect on established players.

MORE MISSIONS TO LOW-SEC
Adding missions that go into low sec causes more gate camps in those locations as well sharpening the 'cliff' of surviving low-sec.

REMOVE CONCORD
Simply remove CONCORD and let the alliances gobble up the scraps.


[ The Proposal ]

Have CONCORD split into distinct entities belonging to the separate factions.

After the dis-mantling of CONCORD each faction closed its boarders and changed their foreign policy.

Your Faction standings will be treated like security status is now. Same CONCORD reaction times, aggression mechanics and iron fist justice.

The Goal is to change the role of high security without removing a single safety net that new or established players enjoy. If you are completely set up in one factions space and they like you, you have no problems.

I am Gallente, my standings with Caldari / Amarr are horrible but I can still fly into their space and dock at their stations with no problems or hassles. If I had to avoid all Caldari space due to poor standings I would be more likely to venture into low-sec to avoid the headache of restricted travel and gain access to foreign products.

More trading hubs will open near the boarders of high sec trade routes, gankers will dance with joy!

Low-sec will see a significant boost to population, and by proxy, so would null-sec.

Factional warfare can be left exactly the way it is, if fact it is the cause of the CONCORD discord in the first place.

Possibility of new faction hulls reflecting each police force.

Restricted flow of various minerals and racial isotopes making neutral freighter pilots more valuable.

More items counted as contraband, racial fuel blocks, POS towers, ship blueprints, ship skills and anything tied to the factions.


I know this is huge and covers a broad sweep of ideas and that is scary. As a high sec dweller and I would personally welcome this change as it means there is a tangible reason to go into low-sec.

I don't see how.... With a clear explanation of how it works there would be no real difference to new players.

It would impact older players a lot more.

Honestly this could do a whole lot to change the way that high sec feels. Instead of being one massive safety bubble, different empires will stand out. At least far more so than they do now.

I have the impression this will make the EVE universe feel larger than it is now, especially if crossing between empires is a messy business.

Localizing economies creates opportunities for traders willing to step up to the extra levels of effort.

Heck, a famous sci-fi hero was known for smuggling....

.. It's the ship that made the Kessel Run in less than twelve parsecs

Now, if some empires brought the law more firmly into the lawless areas, low sec may end up actually being lower security, not just no / null security with pilots who have criminal records.

Imagine if smugglers actually had to brave attacks by empire navies to bring in goods.... competition could become nasty.

the only way I would be for any of this is if highsex faction warriors could capture lowsex and null and convert it into highsec

and null and low could capture wormholes and build static gates that they controlled

and null could beat back lowsex advances that claimed null and upgrade it into lowsex
