Cloaky Loki has anemic dps and **** for tank, so if that's your thing I'd definitely recommend it. Otherwise, the Proteus. Extended scram range is a ***** when you are on the receiving end. Like in a Cloki for example.

Cloaky proteus.
Brick tank, and in your face awesome dps.

best tank and best DPS for any of the T3's with covert sub.
Loki is a close 2nd.

Proteus will have better dps and tank, but will be vunerable to kiting and long points. The loki will be able to kite like a champ, but your dps will be poor and you'll have to wear down oponents and only those with passive tanks.

If your plan is to wear down an opponent, why not just get a pilgrim?

Both the Loki and Prot are good, they each have their own benefits imo.

For all out brawling a Proteus is going to win every day, lots of damage for a cloaky, loads of ehp and drones.

Loki can happily hold a long point on something whilst waiting for friendly support to appear, or chose to disengage if it isn't going to. Sit up close to apply full dps when you need to burn through them. Shield Loki is fast and agile which can be great for chasing some targets, whilst with an armour fit you can obviously get some bonused webs in which are also great.

I'm yet to find a cloaky Legion or Tengu ship that can compare in overall use to the above. Although a full neut Legion can be nice heavy tackle in some situations.
