Tranquility was experiencing issues @ 9:30 GMT

Ahh...I didn't know what the downtime schedule was. Is it normally on Thursdays?

every day at 11:00 GMT, normally lasts for about 15 mins

Its every day at 11:00-11:30 Eve time. However most of the time it only lasts for half that time.

Every day, 11:00 GMT, typically 15 minutes to half an hour. However, when they deploy a new patch, it can take longer. So, when Retribution comes out, before you log off, make sure you have your training que filled out to the max. If they have problems, it could be down most of the day.

You'll soon learn that it's normal for all of your customers to have issues ... ;)

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.

Nope, everything cleared up soon after I posted that. Just having an issue with incursion influence not being properly reported, but I've put in a petition for that. :)

Logs show nothing, never have shown anything and never will show anything. Perhaps you dont keep a log after all?

Im certainly not a fan what I quoted because in my 5 years in the game I think ive petitioned for lost ships 3 times due to server malfunctions. I knew they were malfunctions as the first thing I do is go to the help channel and watch as floods of people moan about the same situation.

Yet logs never show anything..

So, how can you, as a player, distinguish all the different non-server issues from server malfunctions?
Just " floods of people moan[ing] about the same situation" doesn't mean much beyond the fact the issue likely is not on your end of the connection. But between your PC and the Server are a lot of things that can go wrong that can not reliable be recognized by the server.
I don't know if CCP reimburses when there is a confirmed outage e.g. at an US internet provider or a confirmed DNS issue outside their direct influence.
But I am willing to believe that they actually do reimburse losses that happend due to issues on their end.

If ALOT of people all of a sudden begin complaining that is a pretty good and solid reference to suggest its the same problem for all of you.
