Job market is big news nowadays, especially in America... and most of the layoffs were from CCP headquarters in Atlanta, GA... so this isn't much of a suprise to me that lots of sites are publicizing this.

Well, I'm almost certain the speed at which the press was notified is due to the ongoing campaign by the CSM to use the media to leverage CCP into compliance with player demands. I don't think its as much CCP's PR failing as it is players deliberately and rapidly muckraking for a cause.

The CSM has spoken pretty openly about the tactics they are using to make sure that the content players have demanded gets implemented, up to and including embarassing and exposing CCP to the most prominent gaming media sites, in an attempt to influence decision making and coax out the public statements, apologies, and future commitments that all immediately followed the first wave of bad press regarding Incarna.

Basically, CCP created a game about corporate power, freedom, and strategic depth, and low and behold the players basically not only mastered metagaming within the game world, they ended up taking it to the next level and metagamed the very corporation that created the game in the first place, seeking alliances with outside entities (gaming press) for reinforcement and support.

Not that this is a bad thing in any way, its really quite fascinating. I doubt CCP ever envisioned that the power they gave the players to create whatever gameplay they choose would grow so fast and network so deeply that the players end up being able to seize the reigns themselves and create whatever GAME they choose.
