Ok so I was running a Serp Phi Outpost in my Ishtar and was half way through room 1 when a Tengu shows up and kills the rest of the rats grabs the OPE and moves to the next room. Well after a about a minute I move to the second room and he is just sitting there among all the rats and doing nothing. So we just sit there staring at each other for a few minutes until I decide I probably don't stand a chance and leave. Was he waiting for me to initiate aggro? Is there a way in my Ishtar to get the OPE in the 2nd room against the Tengu. In other words what would you do?

Edit: Oh wait, is this type of plex in high low or null? (I don't know it).

It's a 4/10 so high and lowsec.

If he does go for the loot be prepared to sniper the wreck to prevent him getting it. Not ideal, but at least he doesn't gain anything and he Might think twice about jumping one of your sites again, if he's a regular visitor.

Just engage the target as normal and stay within looting distance of it at all times. This way at worst you'll get a 50% chance of getting the final loot drop. I think the one who damages the taget the most gets the rights to the wreck. Try to do this. It might not help if you aren't willing/able to engage or he has disabled his stealing warning, but it's still an advantage you don't want him to have. Not everyone is prepared to steal from others or have their stealing warning pop-up disabled, so it might provide you the extra second you need to get the loot before him. If you're willing and fitted to engage the competition, you might get an extra deadspace lootdrop, if he decides to steal from you.

i've been in the exact same situation but on the opposite side (flying the tengu) a few times. your only options are:
- go home
- try to destroy the wreck before he can loot it
- burn towards the overseer and try to reach him before before he dies. then try to grab the loot and hope that you are faster at clicking and have lower latency. a pre nerf HML tengu can kill the overseer pretty quickly, so you do not have a lot of time.

note: the tengu can tank the whole second room without breaking a sweat and since most likely neither of you has a point fitted, it's just a matter of grab and run.

I should buy an Ishtar.
