Capacitor Batteries, do they reflect the nos/neut or reduce effectiveness?

Infinion Awesome Corp Likes received: 44	#1 - 2012-10-25 00:00:32 UTC I'm currently arguing with someone who is claiming the cap battery only reduces the effectiveness of incoming neuts rather than reducing the effectiveness + reflecting that amount back to the aggressor can anyone confirm which one it is?

They only possess a chance to reflect back the effects of a Nos or Neut. How did you Veterans start?
