WTB 60-100m sp PvPer, show me what you got

As stated I am looking for 60-100m sp PvPer. I'm looking for a multi race toon (all race but gallente is acceptable) that can fly most sub cap ships and at least one race carrier.
Preferably able to use all T2 guns/missiles
Good core skills and support skills
JDC V is a bonus if not IV will do
Ability to use triage module also desired
Strategic cruiser pilot
All race except Gallente frigs/cruisers/battleships to V
NO or very minimal industry

I have a budget of 30-35b and am looking to purchase a char this weekend.

Now I know I have been quite specific, however, the points highlighted above is a guideline to what I desire, I will look at and consider toons there or there abouts what I have asked for.
