Suggestion: ISK for short-term chat mutes

Public channels such as Help routinely get invaded by people who just want to troll other chat participants or complain about other players. ISD does a fine job moderating but the volunteers can't cover every channel 24x7. I suggest allowing people to contribute money toward muting other players. This feature would not apply to PC corporation, alliance, or fleet chats. No muting enemy FCs.

I suggest a rate of 5 million per half hour, which is not unaffordable but should be enough to discourage people from using it recklessly. Contributions should be allowed in any amount and the ban imposed when the total collected reaches 5 million, at which point 5 million is deducted from the fund.

To avoid abuse, I suggest a report send to ISD any time a player is kept muted for more than 2 hours via this method. At ISD or GM discretion, a given player could be given immunity for a limited time to discourage harassment. All ISK contributed toward muting a player with this immunity would be lost.
