High Sec bounty kill change

Looking at the new bounty system I think there is a trick that CCP left out.

They could add a licensing system for bounty kills allowing the ability to destroy bounty targets in high sec with out Concorde coming in, above and beyond the current criminal flag system.

Rules would be...


  • Payment of a subscription to Concorde to enable the option.
  • Your sec status is compared to the targets using a rule (suggestions?) if yours is higher by a certain amount you can kill without Concorde interference. This is separate to the current criminal flag system.

The bounty system has been a tricky one...

Any bounty placed on a character can simply be collected upon by said character using a corp mate or an alt account.

You say there is a new system, did they fix that fundamental flaw?

I like the two ideas though. If you are buying a license to kill someone with a bounty, then I think the the bounty on a particular target has to be high enough.

So just throwing numbers out but....

The bounty on the person must be 50mil or higher
The cost of the license is 50mil or higher

Therefore, if a person just want to be a jerk and gank someone else for the fun of it, they will have to dish out a minimum of 100 mil provided that the person that is to be ganked is without any bounty on them at all.

See what I did there?

The min bounty equals the cost of the license so you are guaranteed to at least get your money back provided you didn't contribute to the bounty yourself.


The second addition kinda goes with a suggestion I had quite awhile back. Again, I'll have to look into the system if it's been changed since then.

The suggestion I had was that, bounties should be put on people by the game itself instead of or in addition to other players. That way, as someone indulges in piracy, they will be incur a bounty as well as a negative security status. Then the two must meet the following criteria;

The difference between security status of the characters involved must be 5 or more
The person being killed must have a bounty to be collected on
The person being killed must have a negative security status
(Optional) The person collecting the bounty must have a positive security status

This would allow the collection of bounties without the need of the license.

I think making all the costs variable along with the conditions would be a suitable solution.

For example,

- Different license (varying cost) for rights in different sec status systems.
- Modifier to license cost depending on standings/sec status.
- Linking a skill to the profession to increase time to start.

You could even make some NPC route to the profession by having you chase down a NPC ship through an agent mission. Could even have random NPC ships in space that have bounty on them that just fly around.

I would also suggest that placing a bounty on a char would incur a tax that is not placed in the bounty pot. Think that all the isk sinks that CCP can get are good.

War decs are supposed to cover this part, i dont see why 1v1 decs would be good for the game.

War decs are between corps/alliances which you have to be a member of. How is this the same?

If he's in a corp his mates should be able to defend him the same way a alliance gets dragged into a war that a member corp is in.
Corps are not only social environments but should also bring this kind of defensive aspect.

Doesn't corp mates get kill rights on the bounty hunter when they are engaged?

The fundimental flaw as I see it can only be "fixed" - if the bounty system could check account/associations - as in:

"Your bounty is not claimed due to that fact that your target was and account you [player] are associated, we at CONCORD appreciated your self-punishment but we cannot pay out for your own demise... - The Manangement"

Now that would be most excellent, if the back-office side was linked, then the bounties really do come into full use and consequences, until that was done [not sure how they would do this] it seems there is always going to be an exploit on the Bounty System [BS? - lol...]

The new system pays out only a portion of the ship value.
It's possibly still manipulatable, but a lot harder to, you can't jump in a newbie frigate and get 100 million, you have to loose 500 Million worth of ships.
